MTC and PAAM Statement on Maryland’s Proposal to Peg Drug Prices to Medicare

ROCKVILLE, MD (October 14, 2026) – The Maryland Tech Council (MTC) and the Prescription Access Alliance of Maryland (PAAM) issued the following statement on Governor Moore’s support for setting Maryland drug price limits based on Medicare’s Maximum Fair Price.

“Governor Moore today announced his support for tying Maryland drug prices to Medicare’s Maximum Fair Price. While well-intentioned, the Governor’s support is misplaced and a step in the wrong direction for Maryland patients. Patients should be able to count on lower costs at the pharmacy, and this proposal would not deliver them.

“Neither upper payment limits nor tying state drug prices to Medicare’s Maximum Fair Price have a successful track record to point to. None of the eleven states with a prescription drug affordability board (PDAB) have effectively delivered patient savings. Virginia Governor Abigail Spanberger vetoed a similar approach this year, citing the need to study these policies to determine efficacy before committing millions of dollars to implementation.

“The PDAB was created to make medications more affordable for Marylanders. Seven years later, it has not reduced a single Maryland patient’s prescription costs. Patient access to prescription medications is a vital public priority. It should be pursued with thoughtful policies and transparent dialogue between policymakers, patients, the life sciences ecosystem, and the public.
