Maryland Tech Council General Assembly Weekly Report

Week ending January 22, 2021

 

As members are aware, this week’s primary activity was the Tech Council’s Leadership Assembly which was highlighted by Governor’s Hogan’s address to attendees.  It provided an excellent opportunity for the Council to provide the Legislators and Executive Branch with an overview of the Tech Council and its priorities.  It was an excellent event and further strengthened the Council’s presence and influence in the legislative process.

Bills of interest that were heard this week included House Bill 262:  Opportunity Zone Tax Deduction Reform Act of 2021, which is a reintroduction of legislation that the Council was successful in defeating last year.  The Senate Bill had also been scheduled to be heard but was postponed until next week.  There is no indication that this year’s bill has new momentum and there is cautious optimism it will again be given an unfavorable report.  Also, heard in both houses was Senate Bill 246/House Bill 360:  Income Tax – Angel Investor Tax Credit Program which the Council supports.  Marty Rosendale provided oral testimony on behalf of the Council in the Senate hearing.  The Council will be working with both sponsors moving forward to advance the legislation.  A work in progress.
