The Baltimore BASE Network Grant Application Window January 18 – February 3, 2022

The Baltimore BASE (Business Assistance and Support for Equity) Network is a partnership of entrepreneurial support organizations led by the Baltimore Development Corporation and the Mayor’s Office of Minority and Women-Owned Business Development that is committed to helping Black, Indigenous, and People of Color (BIPOC) owned small businesses located in Baltimore City access pandemic-related recovery assistance. The Network was launched in April 2020 and has helped more than 2,000 Baltimore businesses access upwards of $40 million in recovery assistance.
In January 2022, the Network launched a new initiative, called the Economic Recovery Fund. This program is being administered in partnership with the Mayor’s Office of Recovery Programs and is funded by the American Rescue Plan Act. The Economic Recovery Fund will provide grants and technical assistance to small businesses with the goals of helping businesses recover, stabilize, and grow.
Background
The Baltimore Development Corporation, working with a network of local partners called the Baltimore BASE (Business Assistance and Support for Equity) Network, will award up to $8,405,000 in small business grants over multiple grant cycles in 2022 as part of Mayor Brandon Scott’s American Rescue Plan Act Economic Recovery Fund announced in November 2021. The purpose of these grants is to help small, disadvantaged businesses in Baltimore City affected by the COVID-19 pandemic recover, stabilize, and grow.
These terms and conditions apply to the first grant cycle, only. Terms and conditions may change slightly for each grant cycle.
Application Period The application period for this first grant cycle will begin on Tuesday, January 18, 2022 and end on Thursday, February 3, 2022 at 11:59 P.M. Grants will NOT be awarded on a first-come, first-served basis. All applications received during the application period will be considered. Grant funds must be used for specific, verified purposes. There is no minimum request amount. The maximum request amount varies based on annual revenues:
• Annual revenues below $100,000: $10,000 maximum request amount.
• Annual revenues below $250,000: $25,000 maximum request amount.
• Annual revenues at or above $250,000: $50,000 maximum request amount.
To be eligible, businesses must be located in Baltimore City and established as of February 2020. Priority will be given to BIPOC-owned businesses with fewer than 10 employees, including sole-proprietors. Grant funds will be used to help small businesses invest in critical business services to address pandemic-related challenges or opportunities, such as e-commerce, technology, marketing, human resources, legal, and accounting.
